I am not 100% sure, but I think that option is for if you are using an
internet aware application such as Outlook Express, so that if you click on
a link and an IE window is already open, then this one is used rather than
opening up a new instance of IE.
Some web sites have it hard coded to open up a new window if a link is
clicked. This is part of their web design. In these instances, I do not
think that there is a way to override it.
I am willing to be proven wrong - I can always learn.
