New windows open up "minimized"

This may be a silly question, but I have looked everywhere and checked all of my settings both for internet explorer and windows and can't resolve this. Whenever I open a window, the first opens up maximized but all other subsequent windows I open come up minimized. It's a small problem, but one that is driving me nuts. Is there a setting somewhere that I can change so that all windows open up maximized

I am running Windows XP Professional 2002 w/Service Pack 1 installed plus all critical updates. THanks for any input! :)

Do not use the maximize button. Grab the corners of the window and
drag it to full screen size. Close the program using File>Close, or
File>Exit depending what program you're in. The resized window *must*
be the last window closed and the next time you open the program,
Windows will remember the last screen size used.
 
There is a factor in this IE/OE window memory/consistency equation that will
help you appreciate why dragging the sides of the last window is
*corrective* rather than *pre-emptive, or preventative* and unless the XP
Reloaded or Longhorn teams can work around it, I think it will always be
with you. I don't think there is any way to avoid ocassional small windows
because of this. The increasing frequency and variety of pop-ups and pop
unders is this *factor.*

Often when you think you haven't done anything *deliberately to switch a
window size* popups or pop unders* can cause Windows to remember their
size. This means that if you have an efficient popup blocker running
(Panic Ware's or Google Toolbar or a number of others), you may never see
the culprit for this altered size. There might be other causes in the
equation sometimes, but I'm not sure what they are.
