new windows minimized

I have two questions and an apology if this information
has already been addressed elesewhere. Also my
terminology may not be exact mea culpa.

First, when using Explorer my windows usually open
minimized. The initial window tends to open normally but
subsequent windows launch minimized. I can't seem to find
a way to change this setting.

Second, my boy likes to play on the computer, is there
someway to lock him into one website and deny him access
to the desktop? He has unintentionally caused much havoc
by moving presentations to the trash, etc. It's funny
until you have to reconstruct a large spreadsheet. Then
it's just tragic. lol But it's not his fault I'm the one
letting him loose on the computer so any advice?

Directly in answer to your second question

If you make it a challenge he'll eventually take you up on it and probably
win. With Win 98 it's a bit hopeless, with 2000 or XP you can set up several
users and restrict things from there, however it's NOT quick or easy to get
it right so you will have to spend some time. For that your best bet would
be to go to the group directly related to your OS rather than to IE. For
example if there's an XP security groups and you run XP you are more likely
to find someone who's already done just what you want.

Unfortunatly it's still happening - all I get when my new
pages launch is the blue bar.

A few more suggestions:
Treat that blue bar like a tiny window. Grab the edges and stretch it out to
full size. Close other IE windows. Close that window last.

Close all other windows. With only that tiny window on the screen,
right-click on the taskbar and choose Tile Horizontally (Vertically should
also work.)
