New Windows Explorer Window opens too small

I have a link to a weather radar site that I frequently
access on my desktop. All of a sudden, when I open it, it
is about 1/4 screen. I would like it to open maximized by
default like it used to?

Right-click the icon, properties
Run in a maximized window
Apply\okay your way out
 
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window last.
