New windows don't open completely

This started about two months back w/ IE5.5, since
upgraded to IE6, same issue.
New window will open with the upper blue title bar ONLY.
Hit the maximize button and all is good. This does not
always occur, intermittent, but it never happened until
recently?

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
