Is there a way to do a File/New/Window and have it open into the home
page, not a duplicate of the page you are on?
 
Not sure, but here is another way to go about it.

Hold down the "Start" button on your keyboard and tap "r". Type "iexplore"
and hit enter.

Which OS? In XP by default Internet Explorer is the only entry
which starts with I in the Start menu; so Win,i will launch it.
(Note by the comma I mean "release the Win-key" since all you need
it for is to open the Start menu.)

Alternatively, just create a Desktop shortcut to your Home page
or About:Blank or anything else you would like to have opened
and give it a keyboard shortcut. This approach would require
that your keyboard shortcut start with Ctrl-Alt- but other than that
it is very handy, very simple and more general.
