New window w/nothing

At several sites, including the MS support page, when I click on a link, a
new window opens with nothing in it, all white. This also happens at their
download site. I'm never given the option to "save" or "open". I've tried
to uninstall and reinstall IExplorer and appear to be current w/updates.
Thanks for anyone's help.
