new window remains on taskbar

When clicking on a link in IE,and having it
"open in new window" the new window does open,but remains
on the taskbar.Clicking on it makes it appear to
open ,but it really doesnt.The only way to open any of
those windows is to rightclick on it and say
"maximize". I have tried updating to the newest IE,no luck
I also have reset all the defaults in IE options...
Any help wud be greatly appreciated

Can you drag the icon out of the taskbar and up onto the screen? If so, do
it and then resize it:
