New window opens up in micro size???

Some setting somewhere must have gotten corrupted -

When I click a link in the open browser window to bring up a new window with
some other material, the window that opens is often virtually postage stamp
size in the upper left corner. I have to manually drag it out to a decent
size, and then all is well.

But, the next time I want to open another new window, the same thing occurs.
The starting browser window opens properly in size. And, the postage stamp
window doesn't always happen. Suddenly, it seems to have taken a break, and
opens normally at this moment.

Is there a setting somewhere which is controlling this? I'd like to go there
and look over what's going on.

Open the new window in "postage stamp" size, then drag
the edges of this window to the size you want it to be
(do not use the maximize button !).
Close all other IE windows and the "dragged" window as
last one. IE will now remember the size of the window.

I knew from experience that the sizing of IE windows can be a PITA, and I
had used the drag to a new size in the past for this problem. But, the first
5 times I tried it here, the ultra small window returned. I aways avoid the
maximize button.

Then suddenly, it behaved as it should, and things are back to "normal".

I don't know if there is a setting someplace that impacts this. But I hope
that MS fixes this dumb situation in a future release.
