new window opens, but it is minamized

Until yesterday, if I clicked on a link at a web site, or
in an email message, that opened a new browser window
(not reuse of the current window) the "new window" always
opened "maximized." Now they are opening "minimized" and
I have to manually expand them. As I said, this happens
in both IE and Outlook express. I would imagine that a
setting has changed somewhere but I can't seem to find it.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.

Thank you so very much. The fix worked great! I don't
know where you guys get all these "smarts" from but I'm
sure glad you're willing to help the reast of us out when
we get into trouble.
