New window links will not work anymore

I apologize if this has been covered in some other post but the problem
itself prevents me from using the web-based version of the newsgroup at the
Microsoft site and searching and won't even let me post a question there.

I can no longer open any links that open new browser windows. This includes
newspaper photos that say "click here to enlarge" as well as any link in an
e-mail message or anyplace else. If it has to open a new window it won't
work.

I have turned off all my pop-up blockers and nothing helps. This only
started about a week ago. I have just installed SP2 but the problem predates
that. I actually thought SP2 might help fix it but it hasn't. Earthlink was
the only blocker I had and I have turned off the SP2 blocker as well.

I am thinking that in using HijackThis or Spybot I could have deleted a
necessary file by mistake but I am far from savvy enough to know whether
this is true and if it is how to get it back.

I will even put up with the sort of ads that my pop-up blockers never
blocked if only I can get those new window links to work again.

If someone can offer any advice, thank you from the bottom of my heart.

Try the following information and see if it helps:

Be sure that IE is the default browser.
Open Control Panel> Internet Options> Programs.
Check the "Internet Explorer should check to see whether it is the default
browser" check box.
Click OK.
Start IE and when you are prompted to make it the default browser, click
Yes.

or............

Go to Start>Run and type in regsvr32 urlmon.dll
Then click ok
Then open Internet Explorer and go to
Tools>Internet Options>Programs and
click on 'Reset Web Settings...'
Try the hyperlinks again

1. Click Start, and then click Run.

2. In the Open box, type:

regsvr32 urlmon.dll

3. Click OK, and then click OK again when you receive the following message:

DllRegisterServer in urlmon.dll succeeded.

You can also try this:

Go to Start/run, and type SFC (msconfig for WinXP).
Choose 'Extract One File From Installation Disk' ("Expand File" for WinXP).
Type oleaut32.dll, not worrying about its location. Then, click Start.

Next to 'Restore From', type in or browse for the file's location, which is
probably in the Win98 (i386 for WinXP) folder of your installation CD-ROM
(typically D:\Win98), or in your Windows\Options\Cabs (Windows\i386 for
WinXP) folder, as the case may be.

Then, next to 'Save File In', enter C:\Windows\System (C:\Windows\System32
for WinXP), and click OK. System File Checker (or msconfig) looks for the
file, saves it as you requested, and then tells you that 'the file has been
successfully extracted'.

You may need to reboot.

Hyperlinks don't work

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#1: "%1",,-1,0,,,,
#2 IExplore
#3 (blank)
#4 WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll

fixs did not work for me. when link does't open new window I found that if i
open another window then go back to other window click on link that opens new
window then right click on blank window the new one pops up
 
fix didnt work. i found if i double right click on the window icon in taskbar
then window will open

I did a few of the things in the first URL and it still didnt work.
After that I went to the second URL and ran the downloaded
program listed under:

Fix 2: Microsoft Office 2000 or an Office 2000 Component Is Not
Installed on Your Computer

Afterwards everything worked properly.
