Can I change the default Ctrl + N behaviour from opening the last opened
window to open a certain url (say the home page, about:blank, etc)?

Create a Desktop shortcut with the URL as an argument for iexplore.exe
and assign it a keyboard shortcut such as Ctrl-Alt-N
