New webpage displays in minimized form

New web pages are always displayed as minimized. While
this is easily corrected, I would like to reset so they
appear as maximized (not full screen).
I can't find that option anywhere on the tool bar.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
