That is exactly how i tried to set up the user and that is when it hung up
with this window that was setting up internet explorer. it just sits there
doing nothing and the user is not being set up because i keep having to shut
down the computer in order to get out of it.

This still isn't clear to me, then. Just what does Internet Explorer
have to do with creating a new user account. Have you tried creating
the user account without having Internet Explorer open?

i have no idea what internet explorer has to do with it, all i know is i went
to the user accounts in my controls set up the account for my wife logged off
my desktop signed onto the one i just created for her it then starts to load
her personalized settings then the screen goes blue and a small dialog box
shows up in the top left hand corner of the screen telling me that the
personalized settings for internet explorer 6 are being set up and that is as
far as it gets and i have to shut down the computer to get out of it. if i
check the task manager for users her profile is not listed as though the
account was never set up. i have gone as far as removing the internet
explorer application with no luck.

Something seems to have been overlooked in the postings:

"...deleted Internet Explorer..."

This is where you get hung up on setup of profile because the program cannot
be found. When you set up the new user account, did you get any error
messages?

Internet Explorer is not on the the list of program available for deletion
under Start>Control Panel>Add\Remove Programs,
which is the only way a new user should be accessing program deletions.
Someone else here should pick up on this and describe how to fix your
Operating System for Windows XP.
Once you get that working, try to "re-start" the computer to pick up the new
user.
Log-off won't do it.
