The short answer is, the same way you did with Outlook Express
on Windows XP.

Follow the money.

Your first port of call should be your isp
since you are paying them for the service.

You may also consider reading your documentation
or using the copious help built into Vista.

Call your ISP they should be able to help you setup WM to access their email
server. WM is the son of Outlook Express and the setup should be the same.
 
You will need the basic POP and SMTP details from your ISP. However, setting
up email in Windows Mail is the same as setting it up in Outlook Express, so
if you have used Outlook Express then you should have no problems. For an
