New User Default Settings

I would like to change the default settings so that anytime I create a new
user on my XP computer their desktop background is something other than what
the default is now and the screen saver comes on in 45 minutes instead of
the 10. Can anyone tell me how to do this?

Start, Control Panel, Display, Screen Saver and change the waiting time to whatever you require.
