new user added without admin rights

I have a W2K PC in a workgroup. Can someone tell me how a
user can add a new user without local admin rights?

technically I don't think it's possible - unless they have discovered the
Admin password?

One needs local administrative privileges to create new user
accounts. I've never heard of anyway around this.
