This is the AD group, not Exchange.
Actually, you didn't provide any info about your config, Exchange or AD
errors, etc, which makes it guesswork. I can say this may depend on a couple
of things. If the email address was added to the default Recipient policy
and the check box was unchecked that says this org is authorative for the
domain, may cause it. If there are any AD DSAccess errors, MSExchangeAL or
any MSExchange errors, AD errors, pointing to the wrong DNS (ISP'S?) will
cause it too. The GC is based on AD, so if the GC is not available (DNS
records missing or incorrect), it will cause it, along with your AD DNS
domain name being a single label name (nothing to do with the Rec Pol, but
everything with AD funcitonality, which Exchange is based and relies on.
If you like, provide an ipconfig /all of the Exchange box and of one of your
DCs (to compare config, check Primary DNS Suffix format, DNS addresses,
etc), along with any Event log errors, it will help to get a more accurate
diagnosis.
