New tmp files every 30 secs.

I have a system that creates a tmp file in the system temp folder every 30
secs. The file size is 0 bytes and is IMExx.tmp where xx is HEX 00 - FFFF .
If I start the system in safe mode the process doesn't run. I have check for
viruses with 3 different applications. Macfee, Trend Micro and AVG. Also run
spybot, aware, and hi-jack this. None of these application find the process
running. Using FileMon the file is being created by Services.exe. If I start
the System with MSCONFIG in DIAG mode the problem still runs. The OS is
NT2000 Pro. I have re-applied Service Pack 4 and rollup update. Any Ideas
what to try next ?

Perhaps you have a rogue service running. Click the Services tab
while in msconfig, then tick the box "Hide all Microsoft services".
Now untick the remaining boxes, reboot and see what happens.

Don't forget to retick the boxes relating to your virus scanner when
finished with your tests!
 
Running MSCONFIG in DIAG mode already disabled all services similar to
running in safe mode. No difference.
