There is no way to turn it off via the UI, but you can turn it off via
Policy, assuming you have Administrator privileges on your machine. (if not,
check with your administrator and see if they are willing to shut it off for
you). Proceed at your own risk, if you are unfamiliar with using Policy.
0) Exit Word
1) Download & install the Admin policy templates for Office 2007.

Office 2007 Administrator Templates.)
2) Start->Run Type "gpedit.msc" and hit Enter (no quotes)
3) Under Local Computer Policy->User Configuration->Administrative
Templates, right click and choose Add/Remove Templates
4) Click the Add... button
5) Usually the templates are in C:\Windows\INF. Find the word12.adm file,
select it and click Open
6) Close the Add/Remove dialog
7) Under Local Computer Policy->User Configuration->Administrative
Templates->Classic Administrative Templates (ADM)->Microsoft Office Word
2007->Word Options->Display, you'll find a policy for "Show document tooltips
on hover". Double click it and set it to disabled.
8) OK out of that dialog and close the Group Policy app
9) Policy usually doesn't update immediately. You can force an update by
popping out to a command prompt and running "gpupdate /force", or by a reboot
of your machine / re-logging in.
10 You should be able to launch Word and not have the reviewing tooltip pop
up anymore. This won't affect Ribbon tooltips. (those can be turned on/off
in Word Options dialog, Popular tab)
And if you want to turn the policy off, go back into the Policy editor and
enable the tooltips (or set the policy to not configured).
