New system USB oddity

I have a morning routine which includes my finance program which on closing
is backed up to a usb flash drive. On my old system, I would click the tray
icon, stop the device and remove it. On the new system, half the time it
works like the old, and the other have I get a message "cannot stop this
device now, try later" but later never comes. I have tried checking/changing
settings, and pay specific attention to my sequence of activities after
booting, but can't seem to figure this out. Any ideas?
 
Go to device manager (while the USB flash drive is plugged in) and right
click the USB flash drive (can not tell you where it is, but you should be
able to find it) and click properties, click on the policies tab and check
the "optimize for quick removal".

This should sort you're problem out.

I went and changed that setting (I had already tried that before) and it
seemed to work ok for 10 days. Now, this morning I get the "cannot stop"
message again. This is weird behaviour.
