New Server

I just received my new report server for the company. It is running Server
2003 with SQL Server 2000 and Oracle. Report server is running great. Now
I want to design reports and post them. I downloaded the Eval version of
the Report Services and tried to install them on my local box. I connect to
the server just fine and install goes great until it is time to start the
service. The service cannot be started no matter which account I give it
including admin. I am running WIN XP with the latest service pack. All I
want to do is install the report designer on my machine so I can design
reports. Is it possible to just to install the designer on my local machine
then publish import them with Report Manager? If not, then does anyone know
what the problem is with the services starting on my local machine?

Yes, with VS2003 installed on your developing computer, you can install SQL
Server Reporting Service 2000's report designer without having to intall
reporting server. Simply start the reporting service installation, and then
choose to install client tool (documentation, report designer) only. After
that you can design and test your reports.
