new root directories have limited permissions... how can I change this?

Anytime I create a new root directory on my new machine, it only has
the following permissions.

everyone:
Allow: Read & Execute
Allow: List Folder Context
Allow: Read

Question: Does anyone know how to change the default permissions for
new root directories that I create on my drives?

I also have this problem for new sub-directories created within new
root directories until I manually click "Allow inheritable permissions
from parent to propagate to this object" for each subdirectory.

These are the permissions that are on the C: drive anytime you create a
folder it inherits the permissions of the parent.
