New Policy

Go to Start\Run type in Dsa.msc on a Domain Controller.
Create a new OU (Right Click Domain / New - Organazational Unit)
Name the OU and right click it go to properties and then go to the Group
policy tab.
Select New GPO a new blank GPO is created.
Pop it open and make a change here.
Now move a user or computer object to this new OU.
Some security policies require a client reboot.
After policy refresh occurs your client should have the policy.

I was refering to add new parameters to existing GPO's,
for example if you would like to add another policy to
your security option group.
 
Do you mean that you want to create a custom policy with settings that you
define? If so you would need to create a customer ADM file. There is an
