New Outlook View 2003 Add-in

Just downloaded the new Outlook View Add-in but don't see the new toolbar I'm
supposed to have. I have checked the toolbars menu but just have the standard
set no new ones, what have I done wrong or what do I need to do more?

I operate with Windows XP
 
Are you in a folder with items in it? Have you shut down Outlook and
restarted?

Yes I've removed the program and reinstalled, my pc has been restarted
several times since installation. I've searched everywhere I think possible
around Outlook, tools/options, view/toolbars, about outlook/disbled items,
checked add-ins but just can't find the toolbar? I have also the "Lookout"
add-in, do you think this may affect it?

Any help or ideas you can offer would be most helpful.

On your View menu, do you have the option to "Show filtered views in this
folder?" If you have Lookout installed, try uninstalling (or disabling it)
and try again.
