New OU's in AD do not see some objects

Example: Ex 5.5 servers

When a add a new OU at (at the root level), it does not
have visibility to the Exchange 5.5 server when adding a
users. You can move the user to the default USERS
container and all the Ex 5.5 server are in the list to add
a mailbox to.

Are there built-in restictions for users in created OU's
vs the default USER container (excluding GP's)?
