New Motherboard Install

I just replaced my motherboard and CPU as my old one has
passed away. When attempting to reboot my computer keeps
hangning at a blue scrren telling me that the boot device
is inaccessible. The Knoweledge base says that I need to
setup the comptuer from my Windows CD, but I don't know
how to do this. Suggestions would be greatly
appreciated! Thanks for the help!

Anthony,

You're receiving a Stop 0x7b because the Disk controller or HAL type doesn't
match what's listed in the registry.

An in-place upgrade should resolve the issue:

Normally, unless the new motherboard is virtually identical to the
old one (same chipset, IDE controllers, etc), you'll most likely need
to perform a repair (a.k.a. in-place upgrade) installation, at the
very least (and don't forget to reinstall any service packs and
subsequent hot fixes):
