New Messages Do Not Appear Until I Click On Outlook

All my settings for send and receive work fine... the
problem is that Outlook is "stuck" not updating until I
actively click on a random email. Then all the new
messages suddenly appear. What this means is that I have
no notification of new emails appearing. I have to
periodically look at Outlook and click on a random email
message. I'm on Windows XP Professional using Outlook
2002, and connecting to an Exchange server. It's an odd
problem, and this isn't the first time I've run onto it.
I saw it before on a different computer running Outlook XP
on Windows 2000 Professional connecting to a different
Exchange server. I was not able to fix it then, either.
 
This can happen when UDP packets (the mailbox refresh notifications) from
the Exchange Server are not getting to the client. You'll have to have the
network admin check
your LAN traffic to figure out why UDP is no longer traversing properly.

If you check out this article, you can apply some registry settings to force
Outlook to poll the server using RPC rather than having it wait for the
server to send it UDP packets.

I believe the June 21st update for Outlook 2002 was the first to include the
patched DLLs the article references.
 
You also might have your network administrator look at
http://support.microsoft.com/default.aspx?scid=kb;en-us;815052 - it may be
an issue on the network that is blocking the UDP packets.
