New MB CPU dead

I have a Shuttle AV49N with 1.4 gig Duron CPU, 256 meg memory and an AGP
GForce2 MX-400 64 meg video card.
Long story, but gotten from a well known company on the web along with the
hardrive and CD-R.
When I hook up the memory, cpu, hardrive and video card, the led light comes
on for power, then shuts off..the monitor appears to cut on then imeediately
shuts down.
It does'nt even go into bios. I have'nt hooked up the hardrive yet.
Testing as the case came trashed and the packing (or lack of) aloowed the
stuff to rattle around in the box.
I used naother ATX case and 400 watt supply.
The cpu does'nt even get warm like no power is going to it.
I checked the connections, reseated the memory, cpu and video card. Same
thing.
I subsituted a PCI video card and the same thing.
I'm thinking bad board..cpu..memory???

With trashed packaging you probably should have refused to accept delivery
of the package.

Was'nt obvious until you opened the box. Last time I buy on the net. If I
can't see it working..no buy. More hassle than it's worth.Thanks..

If the power comes on for a split second, and nothing stays on then,
you have a short somewhere. My guess is that the board is shorting in
the case. Take the MB out of the case as place it on an insulator of
some sort, and then test it. If it powers up, then there you go.
Also if the CPU fan isn't plugged in it could also cause this. If the
chip, Memory, or MB was bad then power would still go to everything,
but you wouldn't get anything to the screen.
