BIOS is set to boot from the CD Drive first and you are paying attention
after you turn on the computer for the "Press any key to Boot from CD.."
message?

It's not clear what you're trying to do. Your subject line reads "new load."
If you're trying to boot from the CD to start a clean installation, you need
to make sure the BIOS boot order is set for CD first.

Autorun cannot work unless there's an operating system installed that
supports it; naturally, there's no operating system on a freshly
formatted hard drive.

Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)
