New Installation of XP exceptionally slow.

I installed by converting my Win98 Fat32 filesystem to NTFS and the install took a very long time and when finally booting into XP it was very slow, so... I formatted the partition and did a fresh install: same thing

Program load times appear to be fine, but when moving a window across the screen the redraw rate is very slow. I see it wipe away from it's current position and wipe into the target position. Unbearable! I'm not sure exactly where to begin looking so I would appreciate help.
 
how about givin some real info...not just your whatever...memory, processor,
etc.....so far you have provided absolutely N O T H I N G.....

Is the system up to the task of running XP? You didn't state your computers
specs, so it is hard to give specific suggestions. Ram is a very important,
and should be at the minimum 128 with 512 giving very good performance.
