New IE Window Problem

I have a Windows 2000 Terminal Server (SP4) that does not allow regular user
accounts (non-Admins) to open new IE Windows. If they go to a web site that
has a link that should open in a new IE window, nothing happens when they
click on it - no message, nothing. If they try a right-click and Open in New
Windows, nothing happens. I tried the solutions in this article:
http://support.microsoft.com/kb/281679/EN-US/, but they didn't work. The
users can logon to another Windows 2000 Terminal server that is in the same
OU and the new IE window function works fine, so I don't think it's group
policy. Maybe local policy or registry on that machine for some reason? I,
as an Admin, can open new IE windows from links on the problem server. Any
help would be appreciated. Thanks.

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol (NOT URL:Internet Shortcut)
and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#1:
"%1",,-1,0,,,,
#2
IExplore
#3 (blank)

#4
WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll
 
Thanks, Frank. When I look in File Types, there is no URL:HyperText Transfer
Protocol. Should there be? This function does work for admins. Also, I did
try re-registering urlmon.dll, but that didn't fix it.

You do too have
URL:HyperText Transfer Protocol

It has an assocition (NONE) or N/A (I don't remember Win2K).
