experience.

1) I do not have any programming experience, not sure if I can submit
on CNET.

Depending on the idea, and how you market the product, you may or may not
make any money. Seeing as you have no programming experience, I'd find
someone who does - someone who has experience putting out shareware for IE,
for instance - and establish a relationship with them and pitch your idea.
Another idea would be to contact someone at the IT dept. of your local
college or university - maybe put out a notice on a student bulletin board
that you are looking for help with an idea that may be marketable.
