New icons on the Desktop - Going to top instead of bottom

This is weird. Sometimes when browsing I'll download a program to the
Desktop before relocating it elsewhere. In Vista, about half the time the
icon goes to the "bottom" of the existing column (or two) of icons, but
about half the time it goes at or near the top.

What on earth is dictating this behavior? Never once in XP did I see them
go anywhere but to the bottom.
 
You may have Sort by ...(name) (date) (size) turned on.

I don't, but I've noticed that if you have a blank space between icons, say
you deleted one, then it will fill in the spaces, starting at the top.
 
None of those are checked for me.

I should note that I do use "Auto Arrange" (as I did in XP), so there's
never an opportunity to have a space between icons.
