new harddrive wont format

Hey all, I have a new internal WD Caviar 80gb ide hd. It is in a
Vantec Nextstar 3 inclosure connected via usb 2.0. I have tried to
format the drive a few times and I keep getting " the drive is not
formatted" everytime I try to open it. I used the WD software and
Windows (XP) disk management same answer. Do the jumpers setting have
anything to do with the format and partition set up? They are set on
default from the factory (cable select I think). When I view the drive
in disk management it says the drive is healthy. I think that I may be
over looking something small. I could sure use some help to right this
problem so that my daughter can use it as a portable drive for
university. Any inputs would be welcomed.

Set the drive as Master in a USB enclosure.

All the info I`ve read on externals says set to master.
If I were you, I`d whip the drive out of the case, and plug it
into your desktop as a second drive (ie Slave) and see if it`s
recognised there.
This will determine if the error is in the drive, or the external
unit.

But you have to create a partition on it first, even if that partition takes
the whole disk...

no problem that's fine but did you do it?
Start from the beginning in your attempt to 'partitioning'(creating the 73.35 partition)
and then 'formatting.(so windows can use it)\
Are you using only the WD software?

What are you trying to open it with?
I used the ... Windows (XP) disk management

That might depend on what your drive enclosure manual says. Have you
read the manual?

I managed to get the drive to format. As I mentioned in my original
post, it was a usb connection. It turns out that the problem lay with
a faulty usb controller card. All said. card has been replaced problem
solved. First card was a cheap special,new card has an NEC chip
(recommened) and works seamlessly. You only get what you pay for I
guess. Thanks again to all for your positive input in answering my
post.
