New Hard Drive

I recently purchased a new hard drive and have it
installed, partitioned and formatted. I cannot seem to
figure out how to get XP to copy the contents of the old
drive to the new one. I am new to XP and could have
probably done this using DOS. Any help would be
appreciated.

Open Explorer, highlight files/folders to be copied, drag and drop same to
where you want them.

Except that won't make the disk a bootable OS.
You need ghost image or some other imaging software to create an image of
the old HD and then recreate the image on the new one.
