New Hard Drive & XP installation

I currently have 2 HD on my system. One is now fragmented
real bad and keeps booting me back to restarting the
computer. Also, this main HD has the XP operating system
on it. The other HD only has stored files on it and it was
and I think still has 98SE on it. I had a hard time
getting the 98SE HD to upgrade to XP andd that is the
reason why I got another HD.
Anyway, as I stated my main HD is fragmented real bad and
I want to either get another HD or format it.
The question is can I reload XP on to a new HD or
formatted drive and do I need to reregisster it with MS. I
had heard in the past that MS had problems with people
reloading the operating systems on new or formatted HD's?
I just want my computer to work correctly- I'm not trying
to rip MS off!
I probably would have never had this problem in the first
place if I had been able to upgrade my first HD from 98SE
to XP.
 
Hello

Just bakup your data and reformat the harddrive either
the exsisting drive or if you go out and purcahse a new,
it will be ok, and if you need to re-gister you can do it
online, but you should not have to, if your just replacing
the harddrive
