This is a new one on me.

what appears to be graphics freeware. You have to register to be
able to download. I used a nice fake email for that. I installed
and tested the Jigsaw Puzzler and everything seems to be cool.
Nothing trying to phone. No ads or limitations.

Hemera are better known for clipart, so these apps are presumably to
encourage you to use more clipart, hopefully theirs.
