New Folder location limited on IBM XP

For example, to create a new directory called "Engineering" in a subdirectory immediately following root or C:\ , the user cannot create the following:
C:\Engineering

instead, its location is
C:\Documents and Settings\Username\Engineering

Is this the way XP is changing? So the user has less access over the operating system?
 
Windows XP is based on Windows 2000, and if you're using the NTFS file system, then yes, Limited Users may be restricted as to where they can create new folders and files.

XP PRO: In Windows Explorer, go to Tools, Folder Options, View and uncheck Use Simple File Sharing. Now, when you right click on a drive, folder or file (on an NTFS partition) and select Properties, you'll see a Security tab. Here you can assign or deny permissions based on user name or user group membership.

Double-click My Computer, then double-click the C: drive,
then right-click and select New > Folder and name it.
