New drivers---slow clock

Will new hardware drivers slow down the clock on a computer? My
computer's clock used to run fast. Now, after upgrading some of the
drivers, it's running slow.

Sorry if this post appears twice. I lost my internet connection when I
tried posting the question before and I wasn't sure if it went through.
 
Are you running a notebook? If so you might have a CPU stepping utility
that has bumped down the processor. Check power management profiles to
see if it's set to something like, "Portable/Notebook" rather than
"Home/Desktop".

Nope, it's a desktop and the power settings are set for Home/Office
desk. I noticed the slowdown after I installed a game that installed
the Starforce 3 copy protection drivers. I also installed DirectX 9.0c
and new drivers for my ATI Radeon 9000 video card at the same time.

It was the Starforce copy protection program that was causing the clock
on my computer to slow down. I found a way to to circumvent the copy
protection on the game and the problem went away.
