New DC in new site

I recently install 2 new Domain Controllers in one AD site,I set all fine
butt it seems that DNS configuration of that two DNS servers does'nt
replicate to others DNS servers in my network.How many time should i have to
wait for changes to occur?My replication doesnt work.
 
i have the same problem in my DC ,so i make a test domain
with DC its service pack less than sp4 and it is working
fine ,and i can add a new DC,
if i install SP4 i can't add a new DC,gives me the
replication not completed due to an error and will be
completed after restart.
and nothing happen ,DNS not working ,i can't create a new
user on the new DC,replication not working (automatic or
manual ).
