New Computer video issues

I just built a Pentium 4 with a 2.6 GHz processor on a
Biostar M7NCG Pro Motherboard. The chipset is NVIDIA
nForce2 with on-board video and audio. My question is why
can't I view .jpg files and DVD's are non-viewable
either. I just added a Radeon 9600 256MB DDR video card
and still I cannot view simple .jpg files? Tech support
for the board says its Windows 2000 software.

Thats not a hardware or driver issue, a jpg file can't be read by just any
application. Verify what and if the jpg extension is "associated" with in
your OS options. Explorer /Tools menu / Folder Options /File Types. To prove
the point, right-click and jpg file, open with and send to browser.

I cannot view any .jpg's, even on the internet or just
trying to use one of Windows default backgrounds, they all
show up as scrambled lines. Odd enough, if I change
the .jpg to a .bmp they work just fine. Any idea?
