New CD-RW drive won't write cd's, only reads them

I recently installed a new CD rewritable drive and I can't get it to burn cd's or make cd's. It will only read cd-roms. It's a Pacific Digital "MACH52". Can anyone give me some suggestions as to what might be causing this?
 
What cd burning software are u using... if so does the
software recognize your cd burner or not.........

The cd burner came with Nero 5 software. I've also tried using musicmatch. It till write a "cd image" but wont actually burn the cd.

1. Open My COmputer
2. Select Properties of the CDRW drive
3. Click on 'Recording'
4. Enable CD Recording for the drive

If CD Recording is NOT available then
5. Open Device Manager
6. Expand CDROM drives
7. Check drive is correctly recognised
8. If not recognised then you may need to update driver to recognise
if from Manufacturer or Microsoft's Windows Update site.
