New CD in drive doesn't refresh

Anyone have a clue why this would happen? I change CD's
in my drive but the drive (and Explorer) continue to read
the "old" one. Shortcuts from the desktop may or may not
work and refreshing doesn't help. Many times nothing
short of rebooting will enable the real files to be read.
Anyone else experience this?

I've had this happen to me before on a CD drive that was going bad. Do you
have another CD drive you can test these CD's in?
