New browser windows fail to open

On certain linked web sites, a new browser window is required to open to continue on with the application. All I am now hearing (after having re-downloaded IE 6 + service packs) is a "click, click, click and deep beep". No new browser window opens although the activity logs for these sites show that I am indeed trying. I've reset all of the security settings, clicked and unclicked most everything I can think of and set the security zone settings on their lowest levels - all to no avail. I'm stuck here. Anyone have a suggestion?
 
Do you have a pop up stopper program running. This could stop your expected
window from opening. If so, then use whatever key press is required to
override the stopper program. On my machine this is either the CTRL or SHIFT
key.
