New blank page is not blank?

This is a new problem I haven't encouuntered before. Today I tried to add a
new blank page to our website and it immediately populated the page with the
corporate overview page - I can't make a blank page. How do I correct this?
 
You have a theme applies, check on the format theme menu and remove from page.

Probably also shared borders applied to the web as default
- Format Shared borders and unselect all options for that page only

You may also be using shared borders - Format Shared Borders, select
"Current page", and clear the checkboxes.
 
This works but the default still brings up the shared border whenever I want
to make a blank page I have to format shared borders for the current page.
What will happen if I select "all pages" in when formatting shared borders.
 
If you select all page, then you will remove shared borders from all pages.

So is there a way to have the blank page come up as a true blank page instead
of having to remove shared borders each time I create a new blank page? It
used to come up blank, I don't know what changed.
 
Not if you have theme or shared border apply to your site.
