Never Reach Desktop After Logon

I have an ongoing problem with some of my Win2k SP4
machines--after a domain user authenticates and it begins
to load their profile (not a roaming profile), the
machine will just sit there at the blue screen and it
never makes it to the user's desktop.

I can Ctrl+Alt+Del it and get Task Manager, and
everything appears normal, all the processes etc, and the
cpu and everything is just idle, but no matter how long
you wait it will not make it to the desktop.

Up to this point I've just reimaged the machines when
this problem occurs, but it is getting to be a real pain,
so a quicker fix would definetely be appreciated.

Any ideas would be a help. Thanks!

You can restart explorer.exe using taskmanager. Do you have similar behavior
for everyone including Admin? BTW, the best way to get taskmanager is
Ctrl+Shift+Esc.

Actually, I mispoke in my first post, when I look at
services, Explorer.exe IS NOT running. I have tried
manually running the service, but it does not launch.

This happens under any account that logs on, new or
cached, local or roaming, and even Admin accounts. It's
still got me stumped.

I solve this problem by uninstall antivurus softrawe (was installed two
different) in safe mode
