Never Ever set up RAS..Any good reading?

Current set up:
2 locations. Location A and B. Point to point between
A & B. T-1 Internet provided for both locations
terminates at location A.
Moving to:
We're getting an additional T-1 for location B. When
things are going as planned we'll use VPN between A&B.
However if a T-1 circuit drops we will need to use modems
on both ends as a fail-safe for data.
Problem:
As some one that's never done this, where should I start
research for this change? Any good reading?
I'm not even sure what questions I should be asking.

I am the Original Poster, just more information...
We Have 2 hotels running windows 2000. Location A has
the Oracle Database that stores all guest information and
is on 192.168.1 subnet. Location B is on 192.168.2
subnet. PCs on 192.168.2 (location B) need to be able to
hit, via POTS, the Oracle Database if their T-1 goes
down. The users use a web based app to access the
Database. What services should the 192.168.2 server
(Location B)have running and what services should the
server at 192.168.1 (Location A) have running?
Ultimatly I want to have a network connection between
servers over a phone line should either T-1 drop?
