I have a host computer connected via a router (802.11G) to
a cable modem. Computer is running XP. I have a second
PC running 2000 NT connected via a wireless adapter. I am
trying to share a HP Officejet Series D135 printer
connected to the XP computer but I can't get the 2000
computer to see any networked printers. I also cannot use
ICS (if that is necessary) since I am told that the IP
address is already being used. Workgroup is the same and
I have good connectivity with the internet on both
computers via the router. Any thoughts?

Since your router shares the cable modem between the computers,
there's no reason to try to use ICS.

Make sure that the Internet Connection Firewall is disabled on the XP
computer's LAN connection:

If you've installed a firewall program, configure it to allow access
by the other computer on your network.
