Networking Tools/Libraries

Hi All,
Are there any good .NET CF tools/libraries that will monitor the
network connection on a pocket pc? I am looking for something that
1. Checks if there is valid network connection
2. If connection is not present tries to make a connection with WM 2003
connection settings
3. Has good error codes and descriptions

IP*Works is a library that I think would allow you to do that. OpenNETCF
also has many network features that might allow you to do it. As far as I
know, that particular functionality is too limited for anyone to come out
with a library that just monitors the network connection state.
